PROPOSAL AND MARKETING MANAGER, METTERS INCORPORATED, 06/2009 – 01/2013
Developed and implemented a tailored, streamlined proposal workflow based on a modified Shipley
process. Increased company proposal win rate from 15% to over 42%. Efforts led to the company
revenue and headcount increase of over 60% and 50%, respectively. Received the “Medallion of
Excellence,” awarded to four employees each year companywide. Developed an Excel-based bid/no-bid
assessment tool. Spearheaded the corporate rebranding efforts, which included complete overhaul of
the website, redesign of company logo and letterheads, formalizing an internal marketing campaign
and designing a new format for the company employee magazine. Conducted proposal development
seminars for technical project staff, administrative support personnel, and project/program managers,
to improve readiness when non-proposal staff participation was required.
Proposal Management and Development Activities: Managed a staff of four full-time proposal
developers, including writers, graphic designer and coordinator. Managed the entire lifecycle of the
proposal development process from RFI response to post-submittal activities, including leading kickoff
and storyboard meetings, participating in bid/no-bid reviews, conducting color team reviews and
managing subcontractors, technical contributors and consultants. Created requirements-driven
outlines, compliance matrices, and schedules. Wrote executive summaries and other proposal sections
that address RFP requirements and customer concerns, as well as information provided by the capture
team. Participated in pricing reviews. Conduct performance reviews and assessments of subordinates.
Marketing and Strategic Planning Activities: Contributed in the development of the current strategic
plan and direction. Participated in SWOT analyses, and formulated and executed SMART strategic
objectives and goals. Created designs and contents for marketing collaterals. Transformed the
company publication, Metters Matters, from a newsletter to a professional magazine format. Wrote
articles that address current events and how they impact employees. Developed a social media plan.
Researched market needs and trends, and presented findings to the executives. Managed internal
marketing for company events and initiatives.

Provided a full spectrum of government and grant proposal development services to clients. Services
included: managing the proposal lifecycle, writing technical, management and past performance

Managed the proposal lifecycle from initial receipt of RFP to completion and delivery, including
preparing outlines, red team meetings, and book checks. Wrote original narratives using interviews
with SMEs, subcontractors, JV partners and other research materials. Wrote case studies in close
coordination with the Marketing Department. Heavily involved in the production stage. Researched,
organized, wrote and edited proposals. Contract values ranged from $10 million to $180 million with
clients in both government and private sectors. Autonomously managed proposals with contract values
up to $15 million.
